Serial Rapist Faces Parole Hearing, Victims Seek Justice

Kenneth Bogard, the convicted "Pacific Beach Rapist" who terrorized San Diego in the early 1990s, is up for parole again under California's "elderly parole" law. Bogard, now 66, was sentenced to 96 years in prison for raping seven women, but he qualifies for parole due to his age and the time served.

Victims Kim Caldwell and Helen Toma are fighting to keep him behind bars. Caldwell went public with her story to push for justice, and Toma, who initially remained anonymous, will attend the parole hearing via video.

Bogard's 2019 parole bid was denied but has another hearing this Wednesday. The victims are resolute, emphasizing that despite Bogard's claims of rehabilitation, he remains a threat.
