Portland's camping ban will take effect November 13th. Mayor Ted Wheeler says they needed locations where the homeless could go before the ban took effect.
The first temporary camp is open, a site has been selected for the second camp and they're working on a location for the third camp.
Wheeler says the camps have living pods, hygiene facilities and services to help the homeless get off the streets.
Wheeler says their first goal with the ban is to direct people to help. After two written warnings, police can write citations or make arrests for camping.
