A serial rapist is facing 17 charges including first degree rape and kidnapping, and detectives are requesting information about other potential crimes committed by the offender.
Over the past several months, four women reported to police that Konstantin Y. Svidenko, 49, of Portland, sexually assaulted them in his apartment in the Hazelwood Neighborhood. Portland Police Sex Crimes Unit Detectives have been investigating the cases since then. On September 1, 2023, the Multnomah County District Attorney’s office presented the cases to a Grand Jury, which indicted Svidenko for Rape in the First Degree, Attempted Rape in the First Degree (2 counts), Sexual Abuse in the First Degree, Attempted Sexual Abuse in the First Degree (2 counts), Kidnapping in the First Degree (8 counts), Strangulation (2 counts), and Assault in the Fourth Degree.
On September 4, 2023, at 9:57p.m., North Precinct officers and K9 unit members responded to the 4200 block of Northeast 122nd Avenue on a report of a man making threats to a woman. Officers learned that the suspect was Svidenko, who the officers knew was wanted. They looked for over an hour but were unable to locate him. They cleared the call, but a K9 Sergeant and K9 officer stayed in the area looking for Svidenko. On September 5, 2023 at 12:20a.m., the sergeant and officer located Svidenko in the 1110 block of Northeast 122nd Avenue, arrested him, and booked him into the Multnomah County Detention Center on the charges.
Detectives are continuing their investigation and have reasons to believe that Svidenko victimized other women. Svidenko is a white male, 5’10” in height, 175 pounds, and speaks in a heavy Russian accent. He often rides a bike and lives in an apartment near Northeast 122nd Avenue and Northeast Multnomah Street.
