Police Seek Surveillance Video Of Shooting

Detectives are requesting the public's assistance as they investigate a shooting that seriously injured a woman.

On July 15, 2023, at 8:15 p.m., North Precinct officers were dispatched to the intersection of North Mississippi Avenue and North Fremont Street on a disturbance with a weapon call. Several callers reported seeing a man with a gun fighting with a man who had a knife. Witness reported hearing gunshots just after one of the men was stabbed. Following the gunshots, both men fled in opposing, unknown directions.

Officers located the stabbing scene near the intersection of North Mississippi Avenue and North Beech Street. They located evidence of a shooting at the intersection of North Kerby Avenue and North Failing Street. The stabbing victim was not located and has not contacted authorities.

As officers and investigators arrived on scene and began investigating the incidents, they were informed of a walk-in gunshot victim at a local hospital. Investigators learned that the woman was leaving the Mississippi Street Fair, unassociated with the disturbance, when she was struck and seriously injured by the gunfire. Detectives believe that the woman was an unintended victim of shots fired during the disturbance call.

Investigators with the Enhanced Community Safety Team (ECST) believe it is highly probable that the incidents were recorded by area doorbell cameras and surveillance systems and are asking for the public’s help. Anyone with these systems who lives or works in the area, or who recorded video in the area of North Mississippi & North Beech, or North Kerby and North Failing between 8 p.m. and 9 p.m. on Saturday, July 15, is asked to review their footage to see if they captured video evidence of the stabbing or shooting. Anyone with footage, or anyone who witnessed the incidents and has not yet contacted police is asked to call Detective Sara Clark at (503)823-0422 or email Sara.Clark@police.portlandoregon.gov. Anonymous tips can be sent to crimetips@police.portlandoregon.gov.
