Pearl District Shelter To Open September 2

The City of Portland today announced the opening of the NW Northrup Shelter, a new emergency overnight congregate shelter in the Pearl District that will provide safe and dignified sleep to individuals experiencing homelessness.

“NW Northrup plays an important role in our goal to provide a lifesaving bed for every person, every night,” said Mayor Keith Wilson. “We're building a system where every door is a right door, restoring pathways to treatment, housing, and community livability for all of Portland.”

Operated by the Salvation Army, the NW Northrup Shelter will initially offer approximately 40 sleeping units, with capacity increasing to 100 beds after the first month. Based on need and operational capacity, the site may expand further to a maximum of 200 beds.

With the opening of this site, the total number of overnight only shelter beds created by the City of Portland since January 2025 now stands at 630. This expansion is a key milestone in Mayor Keith Wilson’s plan to create 1,500 overnight shelter beds by December 1, 2025, as part of his commitment to ending unsheltered homelessness in the city.

“This shelter is an important addition to Portland’s network of services,” said Skyler Brocker-Knapp, Director of Portland Solutions. “By expanding capacity to Northwest Portland, we improve stability for unsheltered individuals.The new site makes strides toward advancing safety, dignity, and opportunity for people in need of shelter.”

Shelter Operations

  • Type of Shelter: Emergency Overnight Congregate Shelter serving adults of all genders
  • Hours of Operation: 8:00 PM – 6:00 AM, nightly
  • Bed Reservations: Participants are discouraged from lining up more than an hour prior to opening.The site will use a “night after” reservation system. Participants will be guaranteed their bed from the previous night for the following evening. New participants will be registered and allocated remaining available beds.

The NW Northrup Shelter will prioritize a safe, trauma-informed, and supportive environment for all participants, working in partnership with community providers to connect guests to additional resources.
