Portland Mayor-elect Keith Wilson was declared the winner Wednesday night and gave his acceptance speech Thursday at the Charles Jordan Community Center.
Wilson says the city faces a transformative time with the new form of government approved by voters. The mayor has a new role and there will be 12 instead of four city council members.
Wilson says he's talked with Governor Tina Kotek and outgoing Mayor Ted Wheeler for guidance on the transition.
