Arrest Made In 2017 Fatal Hit And Run

Portland Police worked with Hillsboro Police to arrest 22-year-old Luis Silva Echeverria-Navarrete in connection with a fatal hit and run.

On November 26, 2017, at 9:56 p.m., Daniel Gene Ramsey III was struck and instantly killed by a speeding driver at the intersection of North Fessenden Street and North Alma Avenue while crossing the street in an unmarked crosswalk. Thanks to tips from community members, investigators were able to identify Echeverria-Navarrete as the driver of the vehicle.

PPB officers subsequently located and arrested Echeverria-Navarrete in Hillsboro, Oregon on Thursday. He was then transported and lodged into the Multnomah County Detention Center on charges relating to: manslaughter, failure to perform the duties of a driver (serious injury or death), driving under the influence of intoxicants and reckless driving.

"I am proud of our traffic investigators who never gave up," said Assistant Chief of Operations Michael Frome. "I want to recognize the collaborative effort between community members, the Hillsboro Police Department and the Portland Police Bureau which was invaluable to solving this case."
