Tigard Suspect In Fatal Crash Arrested

A suspect in a fatal crash on Highway 99W near Fischer Road in Tigard has been arrested in California. 

The crash happened Sunday July 30 around 6:30 p.m.

58-year-old Michelle Marie McMillan, from Tigard, was traveling south on Highway 99W south of SW Fischer Road. She turned east to cross the northbound lanes in order to enter the Avalon Park Apartment complex. 

As she was crossing over the north-bound lanes she was struck by a 2011 Chevy Suburban driven by 71-year-old William Blakeslee, from Sherwood. He was traveling northbound and had the right of way. 

The impact sent the suburban onto the sidewalk where it struck 36-year-old Nathaniel Franciosi. He suffered life-threatening injuries and was transported to Oregon Health Sciences University (OHSU). He died in the hospital.

McMillan’s blood alcohol level was over three times the legal limit. 

A Washington County grand jury indicted McMillan for manslaughter, driving under the influence, and other charges related to the crash, and a warrant was issued for her arrest. 

A Beaverton Police officer from the inter-agency Washington County Crash Analysis Reconstruction Team (CART) obtained information that McMillan had fled to California shortly after the crash and the officer notified the appropriate jurisdiction. 

On November 19, 2017, the Lincoln Police Department in California located McMillan and arrested her for the outstanding warrant. She has been lodged at the Placer County Jail in California since that date. 

McMillan was extradited to Oregon and lodged at the Washington County Jail for manslaughter in the first degree, driving under the influence of intoxicants, two counts of assault in the third degree, reckless endangering, reckless driving, and criminal mischief in the second degree.
