The Portland Police Bureau, in cooperation with Crime Stoppers of Oregon, is asking for the public's help to locate a wanted subject who removed an electronic monitoring device.
21-year-old Abdulrahman Sameer Noorah has several felony warrants after he removed his electronic monitoring device over the weekend. Noorah's warrants are for Manslaughter in the First Degree, Reckless Driving, Failure to Perform the Duties of a Driver (Hit and Run), and Recklessly Endangering Another Person.
Noorah's warrants are connected with a fatal hit and run crash in August 2016 that killed 15-year-old Fallon Smart on Southeast Hawthorne Boulevard. Noorah was previously arrested and indicted on the charges but was bailed out of jail approximately nine months ago.
Investigators are concerned that Noorah may be experiencing a mental health crisis as a result of the arrest and pending trial.
Noorah is described as a Saudi Arabian male, 6'0" tall, and 150 pounds. His last known location was in the area of Southeast 106th Avenue and Division Street.
Anyone seeing Noorah is asked to call 9-1-1. Anyone with non-emergency information or tips on his whereabouts may submit the information to Crime Stoppers of Oregon.
