On Thursday May 25, 2017, at 3:58 a.m., East Precinct officers discovered a man slumped at the wheel of a stolen car parked in the 5800 block of Southeast Foster Road.
Additional officers arrived in the area to box the driver in to avoid a traffic pursuit. As officers used their police cars to block the driver and stolen car, the driver woke up and began using the stolen car to ram the police cars in an attempt to escape. The driver was able to ram his way out of the box-in and speed away. Within a few minutes, a resident in the area of Southeast 66th Avenue and Raymond Street called 9-1-1 to report that someone abandoned a vehicle in the street and officers determined that it was the stolen vehicle.
A neighborhood perimeter was established and a Canine Unit responded to assist with a search for the suspect. During the perimeter, the suspect ran through numerous yards, climbed fences and scaled rooftops, eventually attempting to hide on a roof in the 5700 block of Southeast Boise Street as officers and the K-9 closed in on him. Officers used a ladder provided by Portland Fire & Rescue to access the suspect and take him into custody.
The suspect, 25-year-old Andrew Jackson Scott, was booked into the Multnomah County Jail on charges of Unlawful Use of Vehicle, Unlawful Entry into a Motor Vehicle, Failure to Perform the Duties of a Driver (Hit and Run -- three counts), Attempt to Elude by Vehicle, Reckless Driving, Recklessly Endangering Another Person, and Criminal Mischief in the First Degree. Scott is also being held on an outstanding warrant for Burglary in the Second Degree.
