The Downtown Portland parking district, which covers downtown Portland, Old Town and the Pearl District, will expand its pay-to-park hours to 10 p.m. starting Tuesday, Sept. 2. The new Downtown parking hours are 8 a.m. to 10 p.m., Monday through Saturday and 1 – 10 p.m. Sundays.
Extending these hours also comes with a new “5 after 5” rule, allowing people to pay for parking for up to 5 hours starting at 5 p.m. in the Downtown, Central Eastside, and Lloyd parking districts. For the new "5 after 5" rule in Northwest Portland, people parking may add additional time to their stay after 5 p.m. or start a new transaction for the same parking spot with no penalty for meter feeding at 4-hour meters only. This rule does not apply for event district parking, 5-minute fast-stop spaces, tow zones, 2-hour time limit locations in Lloyd and Northwest, or any other restricted on-street parking.
Note: parking transactions started before 5 p.m. are still subject to the daytime limits. To extend parking later, users will have to start a new transaction after 5 p.m.
Downtown residents who qualify for low-income programs may be eligible for an on-street parking pass which allows parking from 5 – 10 p.m. except when event districts are in effect. At the city’s five public SmartPark parking garages, a new reduced rate of $36 per month is being offered for all SmartPark Swing Shift parking passes through June 30, 2026, regardless of income. Passes allow parking in SmartPark garages from 2:30 p.m. to 7 a.m. for people working downtown. Additional passes, which vary by garage, are available for daytime hours, motorcycle drivers, carpool drivers and bike parking. See the SmartPark website for additional details.
The City of Portland is expanding its parking district hours on a district-by-district basis through the end of 2025. This comes from annual data collection from the Portland Bureau of Transportation (PBOT) showing a rising demand for space across the city as events, shopping, and dining continue to rebound from the pandemic.
Extending on-street pay-to-park hours will provide more turnover and better options for people parking for local businesses, particularly restaurants and entertainment venues open late.
From August through December of this year, PBOT will continue updating parking signs and expanding pay-to-park hours district-by-district. PBOT will notify everyone in the district prior to the change.
The Northwest parking district will be the next to expand hours, starting Oct. 1, 2025.
