Eight people were arrested during a human trafficking mission in southeast Portland during the first week of August.
Residents and businesses along 82nd Avenue have filed many complaints about prostitution.
Seven men were arrested for soliciting a prostitute and one man had a warrant from Texas.
Police also towed six cars and seized two guns.
Officers contacted 13 providers, and they were offered assistance and resources.
Police say fear of retaliation is one of the main reasons they're reluctant to take part in prosecutions.
