Sex Offender Moves Into Apartments

The Washington County Sheriff's Office was notified by the Psychiatric Security Review Board that Reynaldo Rios, age 63, has been released from the custody of the Oregon State Hospital and will reside in Aloha.

On January 25, 2017, Reynaldo Rios was released from the Oregon State Hospital after serving nearly 32 years in custody for a brutal home invasion and sexual assault of a 6 year-old girl in 1984. At the time of his trial, he was found, "guilty, but insane." 

After decades of statute changes and legal review, Rios was released from the Oregon State Hospital after a State hearing found that he did not have "a qualifying mental illness to remain under PSRB supervision." 

The State is concerned about Rios' risk of re-offending due to non-qualifying mental health concerns (Pedophilia, Antisocial Personality Disorder & Substance Abuse Disorders), likeliness to engage in opportunistic and situational offending, resistance to treatment, unwanted touching of female State Hospital staff, lewd remarks, and indecent exposure. Upon release, he will also be unsupervised and living in an apartment complex with children nearby. 

The Washington County Sheriff's Office is notifying the public of the release of Rios. The Sheriff's Office is providing direct notification of his release to the neighborhood in the area of his residence.
