Secretary of State Kate Brown today announced temporary changes to elections rules during the agency's website outage.

Spokesman Tony Greene says no one will be fined for missing a campaign finance reporting deadline in ORESTAR because of the Web outage. Final details will be announced when ORESTAR is back up and running. All interested parties will be notified promptly when ORESTAR is restored.

A temporary rule will allow Voters' Pamphlet filings to be submitted by email at, until the website outage is fixed.

Once the website is back up, Voters' Pamphlet submissions will again be required to be submitted through the regular online system.

Greene says IT investigators think they've figured out how the website was hacked last week. They're working to repair the damage and re-launch the site, but they don't know how soon that will happen.
