Republicans are again attacking the new rule allowing voting-by-proxy for members of the House.
Opening a Capitol briefing, House Republican leader Kevin McCarthy called the Democratic rule unconstitutional.
Republicans are challenging the proxy voting rule in court.
Democrats approved the rule because of ongoing concerns about the coronavirus outbreak. It allows members to authorize proxy votes while remaining in their districts.
McCarthy argued that America is safely re-opening and said all members of the House should be at the Capitol.
