A federal judge has rejected the City of Sacramento's ordinance against aggressive panhandling, a ruling that will certainly have an effect on communities throughout the West.
Late last year, Sacramento's City Council adopted the policy that restricted individuals from asking for money while standing near banks, bus stops and business driveways.
